基地条件
河流是基地最重要的自然资源
东坝北区位于北京规划中的第一、第二道绿化隔离带之间，坝河、北小河两
条河流是基地的最大资源。然而现状北小河从中间将基地一分为二，原规划中
贯穿南北的北小河东路更将水岸阻隔在生活空间之外河，岸处理方式使人失去
了亲近自然的机会。此外，泄洪区位于场地一角，难于被充分融合到城市功能
中去。
机场二高速为重要的交通及视觉门户
基地的东侧比邻机场第二高速，可以直接通过连通二高速北京城区。然而由于
在基地附近没有通往机场方向的出入口，使得东坝与机场的联系困难。
第四使馆区为不可取代的国际资源
由于基地动南毗邻北京规划中的第四使馆区，将为基地带来得天独厚的国际性
和异域气息。
环铁艺术区为潜在重要的文化资源
东坝北区西北是北京是著名的环铁艺术区，聚集着中国电影博物馆、中国铁道
博物馆、北京航空航天模型博物馆等文化设施，给基地带来一定的文化气质。
功能定位
扬帆北京，领航东坝。依托于优良的区位和得天独厚的资源条件，东坝北区
的定位应该是超越一般城市边缘集团功能的以国际文化交流与服务、总部办
公、高端休闲娱乐和高品质居住为主要功能的城市综合发展区，东坝北区将成
为
一个展望世界的窗口
一个文化交融的舞台
一个国际商务的港口
一个生命活力的住区

总体规划
总体规划结构为“一心，一环，多区，织绿网”的结构，以景观绿地系统为
框架，编织和联系不同的城市功能区块。总体平面分七个区，分别为：滨河生
态景观区、综合文化交流区、高端综合商务区、外事服务综合区、门户商务混
合区、活力商业娱乐区和品质生活居住区。
方案特点
1.对话自然
东坝北区的规划设计在不影响河流生态功能和要求的前提下，把北小河、坝
河水系岸线进行适度调整，一方面最大限度地保留和尊重自然的领地，让自然
成为城市开发的一部分而不是旁观者，同时鼓励自然与人工的交融与和谐，通
过城市空间塑造一种真实而又梦幻的画镜。
2. 塑造灵魂
四海一心，文化为魂。
东坝毗邻使馆区和首都机场，具有国际化特质，应该成为一个多种文化交流
与碰撞的地球文化村，文化交融就是东坝的灵魂。本次规划设计借助水系的改
造，围合出一个区域的核心，通过国际文化主题的引入，凝聚多种功能分区，
强化了东坝的精神特质。
3. 尊重城市
本次设计充分体现了对北京城市肌理的尊重。在尺度上，对街区大小进行合
理定位，路网密度在150-200米左右。在道路系统上基本保持上位规划中的主
要路网格局和宽度，仅对北小河东路的部分路段线形进行局部调整方案，以创
造结合自然、独具特色的中心场所感。方案将原南北向的城市次干道东移，使
城市次干道纵向分布更加均匀。方案结合中心区的功能，对坝河北路中段进行
调整，提供了一条有丰富体验的滨水大道，把城市道路的功能和自然景观资源
紧密结合。
4. 提升环境
本次设计把提升东坝的环境品质作为设计的最基本的目标之一。方案力求保
护与利用的平衡，通过增加绿地系统的覆盖率和连通性，使基地的生态功能得
到最大限度地改善和提高。城市绿道将所有不同的城市公共空间—商业、娱
乐、学校、文化设施、体育中心等联系起来。合理均匀的城市绿网体系提供了
城市绿地W高可达性，从基地内任一点可以在3分钟之内到达一片城市绿地。高
品质人性化的设计在这里还体现在对于人性尺度的尊重和空间体验的创造。改
造后的坝河北路将成为一条滨水大道，穿行而过的人一定会被使馆区的静谧，
文化区的活跃，或者商业区的繁华所吸引，而在另一边，微风从水面吹过，对
岸灯火阑珊。一静一动，引人陶醉。
5. 发掘价值
本次设计还提倡土地开发价值理性的最大化。在开发的同时注重生态资源的
保护涵养而非毁灭性的开发。本案中对北小河及坝河水系的局部改造，符合河
流岸线的生态要求，有利于生态系统功能的提升。滨水区域面积增大，还激活
了周边地块的活力与附加价值。而绿地网络的设置，使环境价值渗透到区域的
各个角落。设计在功能分区上强调多功能的混合性开发，将东区植入住宅用
地，而将西区的混合功能区范围加大。方案还结合轨道交通站点的设置建设城
市枢纽综合体，促进人气的聚集，创造了一个兼顾城市与自然、日间与夜间的
活动场所。考虑到北方季节的特点，在水域及岸线周边组织丰富的冬季室内聚
会和室外冰雪节等活动。
城市设计
东坝北区的城市设计旨在创造一个基地特有的空间性格，一个由建筑物、景
观和公共开放空间所围合的可读性空间形象，用不同的建筑高度和密度，让整
体开发内的各个分区具有差异性和多样性。
位于基地中部的水域中心区200米高的标志性酒店，成为从基地及周边各个方
向聚焦的空间焦点，是当之无愧的区域核心。而中心的水域也体现出四海一心
的寓意。围绕中心水域环状布置的综合文化休闲商业区的五栋文化建筑代表金
木水火土，体现了中国古代的一种朴素的物质观，也象征了五大洲的融合，体
现出世界文化交流展示舞台的特点。
结尾
500多年前，郑和七下西洋，创立了世界航海和国际文化交流的辉煌篇章。今
天，在后奥运经济的的时代，在“人文北京、科技北京、绿色北京”的发展理
念指导下，在北京迈向世界城市的征途中，东坝将独领风骚，成为：

SAILING BEIJING, LEADING DONGBA
Dongba district, which is located in the eastern part of Beijing’s center, is one of the
Top 10 marginal Groups in Beijing. With the distance of more than 10 kilometers
from Chaoyangmen, it is called “threshold” of the eastern suburb of this ancient
capital. In the past, Dongba was called Zhengcunba, whose geographical posi-
tion determined its important role in politics, military and economy. Thus, it has
always been considered as a stronghold for the eastern part of Beijing. Zheng He
(1371~1433), famed navigator in Ming Dynasty, whose surname was given by Zhu
Di (Yongle Emperor or Prince Yan Wang), used to win the glory in “Jingnan Battle”
— a battle for Zhu Di to wrest the throne — in this place.
HISTORY
The urban design of north area of Dongba aims at creating a peculiar space char-
acter — a readable space image encircled by architectures, landscapes and public
opening space. It uses different building height and density to make each division
in whole development possess otherness and diversity.
The 200-meter-high landmark hotel, which is situated in the central water area in
the middle of the base, becomes the hot space of the base and surrounding areas.
Undoubtedly, it is the core of this region. The central water area refects the mean-
ing of common soul. Five cultural architectures in the circular-arranging compre-
hensive culture and entertainment business area which encircling the central water
area respectively represent gold, wood, water, fre and earth, refecting a simple
material value in ancient China. It also symbolizes the blend of fve continents,
refecting its role as a platform for global culture exchange and display.
URBAN DESIGN
Over 600 years ago, Zheng He’s voyages down to the western seas wrote a glorious
chapter in the history of global voyage and international cultural exchange. Today,
in the post-Olympic economy period, under the guidance of developing concept
that “Environmental-friendly Beijing, Culture-enriched Beijing and Technology-em-
powered Beijing”, in the journey of Beijing becoming the “global city”, Dongba will
take the lead. It will become:

The overall construction plan is “one center, one loop, multiple areas, weaving
green net”, which takes the landscape green space system as the framework to
weave and connect different urban function blocks. The total plane is divided into
seven areas: riverside ecology scenic area, comprehensive culture exchange area,
high-end comprehensive business area, foreign affair service comprehensive area,
portal business mixing zone, vigorous business & entertainment area and high-
quality residential area.
1. DIALOGUE WITH NATURE
Without infuencing the ecological function of rivers and demand, the design of
the north area of Dongba takes the proper adjustment in shore lines of Beixiao
River and Ba River. On the one hand, the natural area can be furthest retained and
respected so that it will be one part of the urban development, not only a spectator;
on the other hand, with the integration and harmony of nature and artifciality, a
real but dreamlike wonderland will be made in urban space.
2. BUILD THE SOUL
If you want to unite the people all over the world, you must take culture as soul.
Due to bordering the embassy area and the capital airport as well as the feature
of internationalization, Dongba should be a global cultural village where various
cultures exchange and crash each other. Cultural integration is the soul of Dongba.
This design aims at encircling a core of the area through making use of the reform
of river system, and then assembling different functional divisions by introducing
the international cultural themes to strengthen the spirit of Dongba.
3. RESPECT THE CITY
The design fully refects the respect to the urban tissue of Beijing. As to the scale, it
makes reasonable location to the block where the density of road network is around
150-200 meters. As to the road system, the previous design basically keeps the
major road network pattern and width, and it only makes local adjustment to part
of road section in East Beixiao River Road to create a center area combining nature
and distinctive feature. It moves the original north-to-south urban secondary main
roads eastward to make the longitudinal distribution of urban secondary main roads
distribute more evenly. Combining with the function of center area, the design ad-
justs the middle section of North Ba River Road so as to provide a riverside avenue,
closing connecting the function of urban roads and natural landscape resources.
4. IMPROVE THE ENVIRONMENT
This design makes improving the environmental quality of Dongba as one of the
basic targets. The design tries to protect and utilize the balance of environment. By
increasing the coverage rate and connectivity of green space system, it can further
improve and enhance the ecological function of the base. The urban green channels
connect different urban public spaces such as business, entertainment, schools,
cultural facilities and sports centers. The reasonable and uniform urban green net-
work system achieves high accessibility of urban green spaces. Anyone can access
to any green spaces from any places in the base within three minutes. In addition,
the high-quality and humanistic design refects the respect to the humanity and
creation of spatial experience. Reformed North Ba River Road will be a riverside
avenue where the pedestrians must be attracted by the silence of embassy area,
vibrancy of cultural area, or the prosperity of commercial district. On the other side,
breeze is blowing over the river. On the opposite bank, the lights are waning. How
enchanting the static and dynamic scenes are!
OVERALL PLAN
RIVERS ARE THE MOST IMPORTANT NATURAL RESOURCES
Northern area of Dongba is located between the frst and second green belt sepa-
ration under contemplation, where Ba River and Beixiao River are the largest re-
sources. However, the current situation is that Beixiao River divides the base into
two parts from the middle. Furthermore, the eastern part of this river which should
run from the north to the south in original contemplation separates the bank from the
outside of living space. Such process way deprives people of the opportunity to be
close to the nature. The worst condition is that the food discharge area is situated in
one corner of the base, which is diffcult to be fully blended into the urban function.
NO. 2 EXPRESSWAY OF THE AIRPORT IS THE CRUCIAL TRAFFIC AND VISUAL DOOR
The east side of the base is adjacent to the No. 2 Expressway of the airport, which
can directly pass through the expressway and connect it with Beijing’s urban areas.
However, due to no access to the airport near the base, the connection between
Dongba and the airport becomes diffcult.
THE FOURTH EMBASSY AREA IS IRREPLACEABLE INTERNATIONAL RESOURCES
The base borders the fourth embassy area under contemplation in the east and south
so that it is infuenced by the advantageous international and alien culture.
HUANTIE ART ZONE IS OF POTENTIAL IMPORTANT CULTURAL RESOURCES
In the northwest of the northern area of Dongba locates the well-known Huantie
Art Zone where some cultural facilities such as China National Film Museum, China
Railway Museum and Beijing Aviation-Astronavigation Model Museum assemble,
bringing some cultural ethos to the base.
SITE CONTEXT
Sailing Beijing, leading dongba. If you want to develop Beijing, you must develop
Dongba frst. With good location and advantageous resource conditions, the po-
sitioning of north Dongba should be an urban comprehensive development area
which takes international cultural exchange and service, business headquarters,
high-end entertainment and high-quality residence as main functions, superior to
general urban marginal Groups. The north area of Dongba will be:

5. EXCAVATE THE VALUE
The design still advocates the maximum of rationality in land development. The
protection and conservation of ecological resources shall be emphasized while in
developing. The destructive development should be avoided. In this program, the
local reform of the Beixiao River and Ba River complies with the ecological require-
ment of shore lines and in favor of the improvement ecological system function.
The increase of the riverside area evokes the vigor and added value of surrounding
places. The arrangement of green space network results in the environmental value
penetrating into every part of the area. On the function division, the program pays
attention to the multi-functional mixed development by implanting the residential
land into the east area and enlarging the scope of mixed functional area in the
west area. In addition, by combining the arrangement of the rail transit stations,
the program builds the urban hub synthesis to boost the collection of popularity,
and thus creates such a place giving consideration to city and nature as well as
day and night. In view of the characters of seasons in the north, such activities as
winter inside parties and outside ice and snow festival are held in water areas and
surrounding shore lines.
