摘要
目前我国从事外贸业务的企业中，中小型企业占了绝大多数，中小外贸企业是我
国国民经济和社会发展中一支重要力量，中小外贸企业在确保国民经济稳定增长、促
进市场竞争、促进市场繁荣、推进技术创新等多方面发挥着巨大的作用。这些中小外
贸企业在我国的外贸体系中占有不可替代的作用，是中国外贸经济发展和经营管理创
新的驱动者。近年来，信息技术的高速发展使得传统的商业模式和市场环境发生了巨
大而深刻的变化，中小外贸企业正面临着崭新的机遇和挑战，越来越多的中小外贸企
业越来越意识到云计算在企业信息化建设中的应用对企业发展的重要性。

对于众多中小外贸企业，由于客观条件的局限，需要通过信息化建设来提高企业
运转效率，以提高其经济效益。但是传统的信息化建设往往前期投入大，企业信息化
建设需要经历软硬件系统的规划、设计、购买、部署，以及长期运行维护等一系列的
过程，建设周期长，后期维护升级困难，需要花费巨大的人力物力。高昂的信息化成
本与信息化应用所带来的巨大收益使得中小外贸企业陷入两难的境地，如何降低企业
的信息化成本已成为了众多中小外贸企业在其发展历程中不得不面对的问题。这种情
况随着云计算概念的提出与应用开始慢慢被改变。近年来，我国中小外贸企业应用云
计算推进企业信息化建设，进而提升企业经济效益的实践刚刚进入起步阶段，云计算
具有广泛的应用前景并蕴含着巨大的商机。经实践证明，云计算在优化中小外贸企业
业务流程，降低其信息化成本，提升企业管理水平和经济效益等方面，可以快速显著
的发挥其重要作用。

本文通过分析中小外贸企业应用云计算建设信息化所面临的机遇、挑战和问题，
并探讨中小外贸企业应用云计算技术提升企业信息化水平的方向、策略以及步骤，为
促进中小外贸企业通过应用云计算技术以较高的效率和较低的成本实施企业信息化
建设，进而获取良好的经济效益提供参考。

Abstract
At present, small and medium-sized enterprises accounted for the vast majority of
foreign trade enterprises in China. They play an important role in ensuring the steady
growth of the national economy, keeping market competition, advancing technological
innovation, and promoting market prosperity, etc. In recent years, the rapid development of
information technology has made the traditional business models and market environment
undergoing profound changes, small and medium-sized foreign trade enterprises are facing
new opportunities and challenges, more and more enterprises gradually realize the
importance of IT application.
For many small and medium-sized foreign trade enterprises, because of the
restrictions of objective conditions, they need to enhance the enterprise operation
efficiency through informatization construction, in order to raise economic benefits. But
the traditional informatization construction investment is quite huge, it should experience
software and hardware system planning, design, purchase, install, deploy, as well as the
long-term operation and maintenance, the construction cycle is a long term, consumpting
enormous human and material resources. Huge cost and profit that informatization
construction brings make enterprises to be in a dilemma, how to reduce the cost of
informatization construction become a problem to numerous small and medium-sized
foreign trade enterprises. This situation begins to change when the concept of cloud
computing gradually put into application. In recent years, more small and medium-sized
foreign trade enterprises begin to use cloud computing in informatization construction to
improve the economic efficiency. Cloud computing has wide application prospect and huge
business opportunities. It is proved that for small and medium-sized foreign trade
enterprises, cloud computing play an important role in business processes optimizing,
informatization construction cost reducing, management level and economic benefits
promoting, etc.
This paper provides a reference for small and medium-sized foreign trade enterprises
to apply cloud computing technology to carry forward informatization with low cost and
high efficiency, through the analysis of opportunities, challenges and problems which small
and medium-sized foreign trade enterprises face while using cloud computing technology,
and through the explore of the direction, strategy and steps of applying cloud computing
technology.
