摘要
在通信技术革新的大背景下,近年来我国电信产业政策不断调整,电,业重组,各
大通信运营商实现战略转型。为能适应外部环境的重大变化,通信服务企+须深化改
革,进行业务模式创新,才能保持科学、可持续发展。陕西通信服务有限公司作为整合
电信三产企业并在近几年上市的中国通信服务股份有限公司(CCS)下全资子公司,面
对复杂多变的环境,日益激烈的市场竞争,公司的业务发展是非常值得关注的问题。

本文运用案例研究法、PEST法和SWOT分析等方法,通过对企业发展产业背景及对
公司目前业务现状进行归类分析,找出制约企业业务进一步发展的主要问题,即收入结
构不合理、低端业务比重大、产品和服务质量进一步下滑以及市场拓展不够等四方面,
深入剖析后,得出形成问题的主要原因为,结合公司内外部发展环境对企业活动造成的
影响,针对问题即成因,形成企业在TIS、BP0和AC0三大板块的具体转型方案。在详
细阐述业务转型思路和内容以及保障措施的基础上,提出进一步研究方向。

针对通信服务企业所面临的巨大HI力,本文阐述的观点及创新实践方法具有共性和
普遍性。因此,本文的研究对其他通信服务企业的发展具有一定的借鉴价值。

Abstract
Under the background of the communication technology innovations,
China's telecommunication industry policy adjusted constantly in recent
years. Telecommunications industry restructured, and major
communication operators achieved strategic transformation. In order to
adapt to major changes in external environment, communication service
enterprises must deepen the reform, do the business model innovation in
order to maintain scientific and sustainable development. As the
intergrated enterprise of China Telecom and the wholly owned subsidiary
of China Comservice, Shaanxi Communication Services Limited facing
the complex and changing environment, the increasingly fierce market
competition, the business development is a problem with a great concern.
This paper uses the case study method, PEST method and SWOT
anlysis, through the classify and the analyze of enterprise development
background and current business structure, identify the main problems
that restricting further development of enterprise businesses. There are the
irrational of the income structure, the low-end business take the major
ratio, further decline in the qualit of products and services as well as
inadequate market development four areas. After thorough analysis, the
paper give the main reasons for the problems. Then combine the impact
from internal and external environment to the business activities, the
reasons that causes the formation of the problems, give the transition
proposal of the TIS, BPO and ACO three plates. On the basis of detail
