云计算作为第三次IT浪潮的代表,将会对信息产业发展产生巨大影响,同时,
云计算对于降低企业和公众信息化门槛、提升国家信息化水平具有重要意义。研究
国内外云计算的发展情况,并据此提出我国云计算产业链延伸策略和具体的企业战
略,特别是针对运营商具体论证如何找准云计算发展的立足点、切入点,制定云计
算的发展目标、原则、发展策略、实施方案等,早日确立和巩固在云计算产业中的
地位有一定的参考价值。

论文共分六章。第一章简要介绍了本文的研究背景、内容、研究方法以及国内
外关于云计算的相关研究。第二章介绍了国外云计算的基本概念、基本服务类型、
两大产业阵营和两大主流市场,对于国外企业的云计算发展现状和产业竞争格局进
行了分析。第三章介绍了国内云计算的发展情况以及云计算发展目前存在的问题;
第四章分析了云计算发展的驱动因素、产业链的价值主体和特点以及我国云计算产
业链的延伸拓展策略;第五章通过分析云计算成功的关键因素、并对标国内外流
云计算企业的发展战略,提出国内电信运营商云计算的发展目标、原则、发展策略、
实施方案和产品规划等。第六章对于全文进行了总结。

ABSTRACT
Cloud computing as a third IT tide representative, will have a great impact on the
development of information industry. At the same time, The cloud computing can reduce
enterprises and the public information threshold, raise the national informatization level of
significance. Research at the development of international cloud computing, accordingly put
forward the extension strategy of our country's cloud computing industry chain and specific
development strategy of enterprise, especially for chinatelecom operatiors to find out cloud
computing starting point, make out the development of cloud computing target principles、
development strategy implementation programs and so on, for establishing the position of the
cloud computing field.
This thesis consists of six chapters. The first chapter introduces the research background、
content、research methods as well as the domestic and foreign research on cloud computing.
The second chapter introduces the basic concept of cloud computing, three basic types of
service, two industry camps and two mainstream markets. At the same time, this chapter
introduces the foreign enterprise cloud computing development and competitive situation. The
third chapter introduces the development of domestic cloud computing and existing problems;
The fourth chapter analyzes the development of cloud computing driving factors、the value of
the industry chain and our country's cloud computing industry chain extension strategy; The
fifth chapter through the analysis of the cloud computing success factors and the development
strategies of home and broad enterprise,put forward domestic telecom operators cloud
computing development goal、principle、development strategy、implementation scheme and
